Summary
This document adopts as a final rule the regulations that were published in an interim final rule to implement a new program established by the Transportation Equity Act for the 21st Century (TEA- 21), with modifications to clarify the program's maintenance of effort requirement. Under the final rule, States can qualify for incentive grant funds for improved highway safety data and traffic records systems if they meet the eligibility requirements.
