Annual Reports: The following annual reports provide overviews of the activities of the Nontraditional and Emerging Transportation Technologies (NETT) Council since its reestablishment in section 25008 of the Infrastructure Investment and Jobs Act (IIJA, Pub. L. 117-58), codified at 49 U.S.C. § 313.  These reports fulfill the requirement outlined in 49 U.S.C. § 313(h):

  • NETT Council Guidelines for Technology Identification, Prioritization, and Management (February 2023): This document fulfills the requirements outlined in 49 U.S.C. § 313(d) to establish the process by which the USDOT Nontraditional and Emerging Transportation Technology (NETT) Council, and the Department’s Operating Administrations and Secretarial Offices represented on it, identify, prioritize, and manage nontraditional and emerging transportation technologies. It also informs stakeholders on how to engage with USDOT through the NETT Council and sets expectations for the follow-up and action that may result.
  • Hyperloop Standards Desk Review (January 2021): The Hyperloop Standards Desk Review serves as a starting point for policymakers, the industry, and the general public to understand better the areas where relevant hyperloop standards currently exist, areas where existing regulations or technical standards could be adapted or modified to address hyperloop-specific considerations, and areas where new voluntary technical standards or regulations may be needed. The Desk Review provides a summary of standards and regulations that have been identified through efforts by industry, researchers, governments, and standards developing organizations, and will be made available for public comment. 
  • Pathways to the Future of Transportation (July 2020)Pathways to the Future of Transportation is intended to help readers understand the purposes of the Council and its methods of operation; the principles informing the Department policies in transformative technologies; the overarching regulatory framework for non-traditional and emerging transportation technologies; how the NETT Council will engage with innovators and entrepreneurs to enhance the Nation’s transportation system; and the next steps of the NETT Council.
