Financial Management and Transit Benefit Programs

About Us

The Office of Financial Management and Transit Benefit Programs (OFMTBP) operates within the Office of the Assistant Secretary for Administration (OASA) and oversees DOT’s Working Capital Fund (WCF) for the Office of the Secretary (OST). In addition, OFMTBP provides a Federal-wide transit benefit solution through TRANServe, administers on-site Parking for DOT headquarters, serves as the Federal Executive Agent for transit benefits, and oversees the Salaries & Expense (S&E) Fund for the OASA. 

Office of Financial Management

The Office of Financial Management (OFM) oversees and administers DOT’s Working Capital Fund (WCF). Through coordination with OASA program offices and the Office of the Chief Information Officer (OCIO), the WCF provides reimbursable services to the 11 DOT Operating Administrations and numerous non-DOT customers.

Transit Benefits & Parking

The Transit Benefit & Parking (TBP) office provides DOT customers and external federal agencies a comprehensive transit benefit solution through the TRANServe program. TBP also provides DOT staff with on-site parking at DOT headquarters.

Salaries & Expenses Budget and Transit Benefit Policy Office

The Salaries & Expenses (S&E) Budget and Transit Benefit Policy Office is responsible for two primary functions. The office represents DOT as the designated Executive Agent for transit benefits policy. The Executive Agent offers Government-wide oversight and guidance that ensures consistent application of Federal Transit Benefit Policies and operations, where practical. The office also oversees the OASA’s S&E funding, which is used to fund department-wide administrative oversight to include the roles of the Chief Human Capital Officer, Chief Sustainability Officer, Senior Security Executive, and Senior Procurement Executive.

WCF Improvement Project

The purpose and mission of the WCF Improvement Project (WIP) is to transform the DOT WCF for optimal efficiency, transparency and customer value by reinforcing areas of strength while leveraging government-wide best practices, and emerging technologies where further optimization is required.
