The National Highway Traffic Safety Administration (NHTSA) is an operating administration of the United States Department of Transportation (DOT), and its mission is to save lives, prevent injuries, and reduce economic costs associated with motor vehicle crashes. As part of its mission to reduce fatalities and injuries caused by motor vehicle crashes, NHTSA promulgates Federal Motor Vehicle Safety Standards (FMVSS).
The mission of NHTSA NSR-300 is to formulate and conduct research programs that build the scientific basis for advancing the safe deployment of advanced safety technologies, including ADAS and ADS components and Advanced Safety Research (ASR) IDIQ systems. NSR-300 also supports vehicle cybersecurity and human factors research related to ADAS and ADS systems.
In an effort to improve NHTSA’s ability to evaluate driver behavior and performance, the agency built a high fidelity driving simulator at the University of Iowa (Iowa) that is committed to the performance of research on wheeled highway vehicles such as automobiles and heavy vehicles. This simulator became known as the National Advanced Driving Simulator (NADS). Accordingly, on March 19, 1993, a Cooperative Agreement was entered into between NHTSA and the University of Iowa (Iowa) to build and later govern NHTSA’s shared use of said device.
The objective is to procure inspection and compliance testing services to perform inspection and compliance testing services to determine conformance of motor vehicles to the requirements of the FMVSS No. 141, Minimum sound requirements for hybrid and electric vehicles.
The objective of the anticipated multiple award Indefinite Delivery Indefinite Quantity (IDIQ) for
supplies and services, with the suppliers of ATDs, parametric models and finite element (FE) models
of ATDs, associated instrumentation and equipment.
The equipment required to be maintained within the laboratory space for personnel performing the
maintenance, test and deployment of the ATDs are: machines, test stands, test and calibration
fixtures, probes, and DAS. The test equipment must be designed to perform the qualification tests
