Low Altitude Authorization and Notification Capability (LAANC)/B4UFLY

This is an update to the Low Altitude Authorization and Notification Capability (LAANC) Privacy Impact Assessment (PIA). A significant change to the LAANC system is the integration of the B4UFLY program, an airspace awareness application that is free to the public. The FAA determined that combining B4UFLY with the LAANC program will enhance situational awareness and provide broader airspace access for recreational and commercial small, unmanned aircraft system (sUAS) pilots. This will increase safety throughout the National Airspace System (NAS) by providing more complete information data sets on which users can base their operational choices. The UAS Service Supplier (USS) Aloft (formerly Kittyhawk) developed original B4UFLY mobile application in 2016 and maintained it in a single-source public-private partnership with the FAA until February 2024 when the B4UFLY Memorandum of Agreement (MOA) with Aloft expired. The FAA has since integrated B4UFLY’s capabilities into the LAANC ecosystem. Now, all USSs in the LAANC cohort can become B4UFLY providers. LAANC USSs that wish to become B4UFLY-qualified must comply with the B4UFLY Addendum to the LAANC MOA which was published in March 2024. This update continues to inform the public of the privacy risks and mitigation strategies associated with the FAA’s collection, use, dissemination, and retention of Personally Identifiable Information (PII) resulting from LAANC.
