State Freight Plans and Guidance

*New 2026* Guidance: Multimodal State Freight Plans and State Freight Advisory Committees

The 2026 Guidance on State Freight Plans and State Freight Advisory Committees addresses the minimum elements States must include in their State Freight Plan per the Infrastructure Investments and Jobs Act.  The minimum elements haven’t changed, however DOT has refined our guidance to assist States as they update their plans along their regular four-year-cycle.  The Guidance also includes updated recommendations from the DOT on information that may be useful for States to consider including in their plan.  The Guidance also updates recommendations for establishing State Freight Advisory Committees.
