Accident Incident Data System (AIDS)

The Accident and Incident Data System (AIDS) is owned and operated by the Federal Aviation Administration’s (FAA) Office of Aviation Safety (AVS). AIDS is the official repository for aviation accident and incident investigations operating under the legal authorities 49 U.S.C. §§ 40101, 40113 and 44702. AIDS shares accident and incident data with various AVS systems via the AVS Replication Server. Once the information collection phase is completed, Inspectors-in-Charge (IICs), Air Traffic Controllers, or Flight Standards personnel access the Air Traffic Quality Assurance System (ATQA) to complete various FAA electronic forms. When an accident or incident occurs, the FAA IIC completes FAA Form 8020-23, FAA Accident/Incident Report, which is submitted electronically through ATQA, a component of AIDS. The FAA Form 8020-23 is then transferred from ATQA in real-time through Transmission Control Protocol (TCP) into AIDS. Two additional Forms are used by Air Traffic Control as needed based on the incident type. FAA Form 8020-24, Preliminary Vehicle or Pedestrian Deviation Report collects information about airspace and aircraft after a suspected proximity violation, and Form 8020-25, Investigative Vehicle or Pedestrian Deviation Report, is completed depending on the circumstances of the deviation.


The FAA is re-publishing this Privacy Impact Assessment (PIA) in accordance with the E-Government Act of 2002 because the FAA receives, uses, and maintains Personal Identifiable Information (PII) from members of the public, specifically, pilots, flight crew, passengers and any individuals injured or deceased during an aviation accident or incident. Additionally, the FAA receives, uses, and maintains PII on FAA employees and contractors.  Revisions to the PIA include descriptions of two additional forms used for reporting aviation accidents or incidents, the approval of the AIDS records retention schedule by the National Archives and Records Administration (NARA), and the publication of a new System of Record Notice (SORN DOT/FAA 857) specific to aviation accident and incident investigations.
