The following selected resources are intended to help prospective applicants prepare to apply for a Reconnecting Communities Pilot (RCP) discretionary grant and conduct project activities, if awarded RCP funding.
Research
- FHWA - The Benefits of Highway Cap Parks - Report to Congress (2022). FHWA provided a report on the benefits of highway cap parks for the House and Senate Committees on Appropriations. Highway caps are structures built over highways that include elements other than streets, namely parks or buildings. Highway cap parks are public parks that have been built above highways on top of highway caps, and these parks can provide a range of benefits to local communities, outlined in the report.

Planning Tools
- FHWA Community Connections Program provides transportation agencies metropolitan planning organizations (MPOs), local and tribal governments, and other practitioners with the information, tools, and support necessary to connect people to services and opportunities. The program includes:
- Livability Resources (FHWA) page provides links to USDOT programs that promote livability in transportation planning to assist decisionmakers in integrating those principles through their communities’ transportation systems.
