Session 11: Show Them the Money! The DBE Program’s Prompt Payment Requirements 

Janine Ashe, Civil Rights Policy & Regulations Specialist, Federal Highway Administration (FHWA) 

Janine Ashe began working with FHWA in 2006 in the FHWA Headquarters Office of Civil Rights (HCR) providing technical assistance, national oversight and improving program delivery of the various civil rights programs.  In November 2012 Janine joined FHWA’s DC Division. She works directly with the District Department of Transportation (DDOT), assisting them in the administration of their civil rights programs, including improvement of the District’s prompt pay and return of retainage requirements. Janine received her BS from the University of Georgia, MS from Nova Southeastern University, and her law degree from Georgetown University Law Center. Janine is a licensed attorney for the District of Columbia. 

Janelle Hinton, Equal Opportunity Specialist, Federal Transit Administration (FTA)

Janelle Hinton has served as an Equal Opportunity Specialist for Federal Transit Administration (FTA) since January 2016. Janelle’s job duties entails providing technical assistance and oversight of the Disadvantaged Business Enterprise (DBE) program to federally funded transit agencies. Prior to joining the federal government, Janelle served as a contractor for two years in FTA’s Office of Civil Rights as a Program Analyst.

Alexander Horton, DBE/ACDBE Compliance Specialist, Federal Aviation Administration (FAA)

Alexander Horton is a DBE/ACDBE Compliance Specialist with the FAA’s Office of Civil Rights. In this capacity, Mr. Horton monitors Title 49 CFR Part 23 and Part 26 compliance by recipients of FAA funds in the FAA’s Eastern Region, comprised of Delaware, Maryland, New Jersey, New York, Pennsylvania, Virginia, and West Virginia. Prior to joining the FAA, he handled DBE/ACDBE compliance activities at a large hub airport. Mr. Horton holds a Contract Compliance Administrator certificate from ACCA/Morgan State University and a Bachelor of Arts in International Relations from Florida International University; he is also fluent in Portuguese and Spanish.
