Yvette Rivera, Associate Director, Departmental Office of Civil Rights (DOCR), USDOT

Yvette Rivera serves in the U.S. Department of Transportation’s Departmental Office of Civil Rights, where she seeks to drive equity and inclusion throughout the agency under various federal civil rights laws.  Since receiving her J.D. from Northeastern University School of Law, Ms. Rivera has practiced extensively, devoting most of her career to the enforcement of federal civil rights laws. Prior to joining the U.S. Department of Transportation, Ms. Rivera served in the U.S. Department of Justice’s Civil Rights Division, where she led attorneys in groundbreaking federal court litigation.  She was also previously appointed as Special Counsel at the Office of the Comptroller of the Currency of the U.S. Department of the Treasury. She began her public service career at the U.S. Department of Justice as an Honor Law graduate and an Assistant United States Attorney for the Eastern District of New York.  Ms. Rivera blends her substantive civil rights experience, legal background and leadership skills to influence compliance with federal civil rights laws.  She has been honored with numerous top agency awards throughout her career. 

Stanley J. (Stan) Hammonds, Lead Trainer, Departmental Office of Civil Rights (DOCR), USDOT

Mr. Hammonds is the lead trainer for the U.S. Department of Transportation’s Office of Civil Rights, a position he began in 2015. He has 28 years’ experience in leadership and management with the Departments of Defense, Homeland Security, Health and Human Services, and Transportation. Stan is an accomplished instructor and facilitator, having spent the last 15 years designing, implementing, and evaluating educational and training programs aimed at developing individuals and enhancing organizations. He is a professional coach in the Federal Coaching Network and holds Master of Science in Adult Education and Bachelor of Science in Resources Management degrees from Troy University.

Jonathan Ocana, Equal Opportunity Specialist, Departmental Office of Civil Rights (DOCR), USDOT

Jonathan Ocana is an Equal Opportunity Specialist at the U.S. Department of Transportation’s Departmental Office of Civil Rights. In his capacity, he coordinates internal efforts to implement a consistent application and approach of DOT’s Title VI regulation across U.S. DOT. Jonathan joined the Departmental Office of Civil Rights in 2016, having previously served as the Federal Transit Administration’s Title VI Program Coordinator.
