This guidance document provides a value for the threshold for determining whether any DOT proposed or final rule must prepare a statement consistent with Title II of the Unfunded Mandates Reform Act of 1995 (2 U.S.C. §1532). The guidance has been published periodically by DOT to conform with the Act’s requirement of adjusting the value for inflation.
