AGCC Concierge Services
ROW owners selected to participate in AGCC will have access to concierge services through a Federal Task Force that provides technical assistance and coordination offered through the program. AGCC’s concierge services help ROW owners and managers cut through bureaucratic red tape to accelerate decision-making needed to deploy infrastructure projects. Specifically, designated AGCCs are given dedicated Federal points-of-contact to help them navigate complex regulatory, financial, and communication issues with a particular focus on:
- Streamlining and Expediting NEPA Review and Permitting Processes: Each designated corridor’s Federal point of contact would be responsible for convening and coordinating resource agencies to ensure compliance with NEPA and other related environmental laws and regulatory requirements. This would include reviewing potential project impacts and recommending a NEPA class of action, with an emphasis on utilizing available categorical exclusions (CEs). This permitting concierge service would also include convening relevant Federal permitting agencies to prioritize and coordinate the necessary Federal permits in an expedited manner and to the fullest extent of the law allowed under One Federal Decision.
- Streamlining and Unifying Access to Federal Funding and Financing Programs: Some AGCC projects may be eligible for financing through the Build America Bureau’s Transportation Infrastructure Finance and Innovation Act (TIFIA) or Railroad Rehabilitation and Improvement Financing (RRIF) loan programs or the Department of Energy’s Energy Dominance Financing (EDF). While the utility items may be financed in part by federal loan programs such as EDF or others from the Environmental Protection Agency, they could also be financed directly by private sector or utility companies to avoid compliance with certain federal requirements. Designated corridors will receive technical assistance to identify and apply for these and other federal grant and loan programs, as appropriate.
