PHMSA Seeks Nominations for Pipeline Safety Advisory Committees

Committees evaluate proposed pipeline safety standards and provide information, advice, and recommendations on policy initiatives.

WASHINGTON – The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) today announced it is seeking a total of six new members to serve on its two pipeline safety advisory committees.  The committees, known as the Technical Pipeline Safety Standards Committee for natural gas pipelines, and the Technical Hazardous Liquid Pipeline Safety Standards Committee for hazardous liquid pipelines, assist PHMSA in reviewing regulatory initiatives to determine their reasonableness, cost-effectiveness, and practicability.  As published in today’s Federal Register notice, PHMSA will accept nominations for new members for up to 30 days.

PHMSA’s advisory committees advise the agency on its proposed safety standards, risk assessments, and safety policies for the nation’s 2.6 million mile natural gas and hazardous liquid pipeline network.  Each committee contains a total of 15 members that equally represent three individual groups:  government, industry, and the general public.  As included in today’s notice, PHMSA is currently seeking nominations to fill two of its vacated public member positions with individuals that possess experience in pipeline safety – one for each committee. 

PHMSA greatly encourages the nomination of individuals associated with organizations concerned with fire safety, pipeline engineering, risk analysis, emergency response, and other similar public safety or environmental protection groups, in addition to individuals with experience in building consensus among groups to accomplish mutual goals. Any interested person may nominate one or more qualified individuals for consideration to serve as a public member on the advisory committee.  Self-nominations are also accepted.  Nominations must:

  • Include a current, complete resume including current business address and/or home address, telephone number, and email address, education, professional or business experience, present occupation, and membership on other advisory committees (past or present) for each nominee.
  • Specify the advisory committee for which the nominee is recommended (the natural gas or hazardous liquid pipelines committee).
  • Acknowledge that the nominee is aware of the nomination unless self-nominated.

Each nominee must meet the training, education, or experience criteria described in the notice, and final selection of committee members will be conducted by the Secretary of Transportation.  Applications will be reviewed and placed on file for a period of one year and considered for any public vacancy that may occur in that timeframe.
