Paul J. Roberti

Administrator

The Honorable Paul J. Roberti was sworn in as Administrator of the Pipeline and Hazardous Materials Safety Administration (PHMSA) on September 25, 2025, by U.S. Transportation Secretary Sean Duffy.  Administrator Roberti is a seasoned professional with extensive experience in risk consulting, regulatory affairs, and legal oversight in the energy and utilities sectors. 

Prior to joining PHMSA as Administrator, Mr. Roberti was the Managing Director of Risk Consulting at Ernst & Young LLP in Providence, Rhode Island, specializing in providing management consulting services to public utilities, focusing on compliance with legislative and regulatory mandates. Before joining EY, Mr. Roberti held the position of Chief Economic and Policy Advisor at the Rhode Island Division of Public Utilities and Carriers, where he played a pivotal role in evaluating and advising on critical energy policies and grid modernization strategies. His expertise in the regulatory landscape was further honed during his tenure as PHMSA’s Chief Counsel during the first Trump Administration, where he was responsible for leading and overseeing the agency’s legal affairs, including managing enforcement matters, coordinating significant litigation with the Department of Justice, and developing legislative proposals related to pipeline and surface transportation safety.

Earlier in his career, Administrator Roberti was nominated by the Governor and confirmed unanimously by the Rhode Island Senate to serve on the Public Utilities Commission.  As Commissioner, he also served in a number of leadership roles with the National Association of Regulatory Utility Commissioners (NARUC) focused on advancing pipeline safety.  He previously served as Assistant Attorney General and Chief of the Regulatory Division at the Rhode Island Office of Attorney General. In this role, he supervised a team representing ratepayer and citizen interests during numerous proceedings involving rates, safety, and environmental matters across multiple agencies at both the federal and state levels.

Over the course of his career, Administrator Roberti has had a number of high-profile public appearances, including testimony before Congress.  His career path exemplifies his commitment to promoting safety, reliability, and regulatory excellence in the transportation, energy and utilities industries.

Administrator Roberti earned a Bachelor of Arts degree in Chemistry from the College of the Holy Cross in 1997, followed by a law degree from Suffolk University in 1990.  He is the proud father of three boys (Ethan, Christian and William) and currently resides in Rhode Island.
