Luisa Guerra-Young

Luisa Guerra-Young serves as the U.S. Department of Transportation’s Deputy Assistant Secretary for Transportation Policy. In this role, she develops, coordinates, and executes policy initiatives shaping America’s transportation infrastructure and innovation that are critical to the nation’s public safety, supply chain infrastructure and global commerce.

Her policy portfolio spans a broad spectrum of transportation issues requiring coordination and implementation with multiple federal agencies, the Office of Management Budget, and the White House.

Luisa’s background spans political advocacy, public affairs and executive communications. Prior to her current role, she managed executive-level communications at The Boeing Company in Arlington, VA, providing direct support to the CEO of Boeing Defense, Space and Security and the company’s Chief Engineer and Executive Vice President of Engineering, Test & Technology. She also led external communications for the Boeing subsidiary Aurora Flight Sciences, supporting transportation innovation in key autonomous systems programs.

Luisa earned a Bachelor of Science in biology and chemistry and a master’s degree in elections and campaign management from Fordham University in New York City. She is currently a Master of Science candidate in computer engineering at Virginia Tech.
