Luisa Guerra-YoungLuisa Guerra-Young is the Deputy Assistant Secretary for Transportation Policy at the U.S. Department of Transportation. In this role, she is responsible for providing high-level policy guidance across a broad spectrum of transportation issues crucial to the nation's infrastructure, safety, and innovation agenda. She works closely with DOT leadership and federal partners, including the White House, to develop, coordinate, and execute key policy initiatives that shape the future of American transportation.

Before joining the Department of Transportation, Luisa managed executive-level communications at The Boeing Company in Arlington, VA, providing direct support to the CEO of Boeing Defense, Space and Security and the company’s Chief Engineer and Executive Vice President of Engineering, Test & Technology. She also led external communications for the Boeing subsidiary Aurora Flight Sciences, supporting key autonomous systems programs, including Boeing's Passenger Air Vehicle, an autonomous electric vertical takeoff and landing prototype. Her background spans political advocacy, public affairs, and executive communications.

Luisa earned a Bachelor of Science in biology and chemistry and a master’s degree in elections and campaign management from Fordham University in New York City. She is currently pursuing a Master of Science in computer engineering through Virginia Tech.
