Dr. Anne Byrd

As Assistant Secretary for Administration, Dr. Anne Byrd provides Departmental leadership in human resources, security, acquisitions, grants, information services, facilities, and space management. This leadership includes establishing policies, providing operational services, directing financial management of DOT's Working Capital Fund, and serving as the Department's liaison with the Inspector General and the U.S. Government Accountability Office.

Dr. Anne Byrd’s expertise is in organizational transformation and performance improvement in complex, talent-dense operations.

In her corporate career, Dr. Byrd served as an operations executive in a variety of industries, including finance, fintech, legal, and e-commerce. She spent the most recent 5 years transforming global remittance operations in a UK-based fintech.

Dr. Byrd operated her own consulting and executive coaching company, serving as a fractional C-level leader, corporate board member, and transformation consultant for start-ups, small and mid-sized companies, and US government entities (including the U.S. House of Representatives, the U.S. Marine Corps, and the Federal Bureau of Investigation). She also held numerous leadership positions in Fortune 500 companies, including CapitalOne and SAIC.

Dr. Byrd spent 10 years as an adjunct university professor, teaching undergraduate and graduate business school courses in organizational behavior, leadership, and macro- and micro-economics. She is certified in Six Sigma methodologies and cognitive behavioral coaching, and holds three advanced academic degrees (an MBA, an MA in Organizational Development, and PhD in Human Development).
