Establish the Continuity Managers Committee (CMC) to address collectively the U.S. Department of Transportation's (DOT) continuity policies, roles, and responsibilities.

Presidential Policy Directive 40, "National Continuity Policy," requires departments and agencies establish a continuity program ensuring continuance of government functions under all conditions.
