Virginia Issues Waiver to Carriers Transporting Essential Emergency Relief Supplies or Providing Restoration of Utilities
Summary
Based on National Weather Service forecasts projecting a major winter storm the Governor has declared a State of Emergency seeking relief for all carriers transporting essential emergency relief supplies or providing restoration of utilities (electricity, gas, phone, water, wastewater, cable, livestock and poultry) in and through any area of the Commonwealth in order to support the disaster response and recovery.
As a result, the Virginia Department ofTransportation and the Virginia Department of Motor Vehicles jointly authorize a temporary waiver ofregistration and license requirements, along with normal weight and width restrictions, for the purpose ofensuring that essential supplies and services reach impacted areas in a timely manner.
This waiver is effective beginning 12 pm March 3, 2014 until 12 pm March 31, 2014 and includes an exemption in coordination with the Virginia Department of Emergency Management which activates the FM SCA Section 390.23 Relief of Regulations including hours ofservice. This waiver only pertains to statewide shippers and carriers associated with emergency relief supplies and utility restoration services.
