Interim Investment Management Guidance

This document provides the initial implementation guidance for the Department of Transportation’s strategic transition to an integrated and streamlined investment review and governance process based on Capital Planning and Investment Control (CPIC) methodology. The new investment management process focuses on a data-driven, portfolio-based approach that will allow for senior executives across the department and Modes to look across the enterprise at the DOT IT portfolios to allow the Department to make evidence-based decisions on the selection, control, and evaluation of new and ongoing IT investments.
