U.S. Department of Transportation modernizes the Office of Personnel Management’s Financial Management, Saves Millions in Taxpayer Dollars

WASHINGTON D.C. – The U.S. Department of Transportation announced that on May 12 the Office of Personnel Management (OPM) migrated to the Federal Aviation Administration Enterprise Service Center (FAA/ESC) Shared Financial and Procurement System. This migration was the result of a two-year collaborative effort to save time and money across government. The partnership among the Department, OPM, and the ESC will result in millions of dollars saved.

Located at the Mike Monroney Aeronautical Center (MMAC) in Oklahoma City, the Department’s FAA/ESC is a leader in Shared Services across the federal government.  ESC’s mission is to deliver reliable federal Shared Services in the areas of financial services, information systems security, and technological solutions, allowing government agencies to focus on achieving their core missions.  

The Department was one of the first cabinet-level departments to embrace shared services, consolidating their entire financial system operation through the ESC.  Since then, the Department’s FAA/ESC has grown to provide services to over 35 different federal agencies.  

“The completion of our migration to ESC’s Delphi platform marks a major milestone in our commitment to be a financial management leader in the federal government. It demonstrates the results that can be achieved when federal agencies collaborate to deliver solutions that benefit the American taxpayer,” shared Dennis Coleman, OPM CFO. “This partnership can serve as a best practice as agencies explore alternatives to delivering financial services. OPM looks forward to the continued relationship with the Department’s FAA/ESC and the efficiencies we will gain in the Delphi environment.”
