Trump’s Transportation Secretary Sean P. Duffy & Maryland Governor Wes Moore Statement Following Meeting on Francis Scott Key & American Legion Bridges

WASHINGTON, D.C. – U.S. Transportation Secretary Sean P. Duffy today met with Maryland Governor Wes Moore to discuss solutions to accelerate the reconstruction of both the Francis Scott Key Bridge (FSK) and the American Legion Bridge. 
 
Joint Statement from Secretary Duffy and Governor Moore:

We all agree that building great, big, things shouldn’t be impossible in America. That includes the Francis Scott Key Bridge and the American Legion Memorial Bridge – two major infrastructure projects that are essential to the Baltimore and Beltway economy.  

During today’s meeting, we made significant progress. We agreed to accelerate the reconstruction of both the Francis Scott Key Bridge and the American Legion bridge.

Specifically for the American Legion bridge, we agreed about the need to speed up the reconstruction and leverage innovative approaches like a public private partnership (P3) that will ensure Maryland, Virginia, and D.C. commuters can soon experience some much needed traffic relief from the most congested corridor in America.

We also made significant progress on cost sharing for the Francis Scott Bridge to ensure fairness. 

Our teams will continue to hash out the final details to ensure both critical bridge projects are completed quickly and affordably.
 
Additional Information:

In December 2025, Secretary Duffy announced the Federal Highway Administration (FHWA) released a new Request for Information (RFI) seeking public input on accelerating reconstruction of the American Legion Memorial Bridge to ease Beltway congestion on the I-495/I-270 corridor. 
 
In September 2025, Secretary Duffy sent a letter to Governor Moore raising oversight concerns about the FSK Bridge replacement project slated to be fully funded by taxpayers and questioned the proposed budget and timeline. 
 
In 2019, Maryland and Virginia announced a “Capital Beltway Accord” that worked in a bipartisan fashion to build express lanes into Maryland. In November, Virginia completed 495 Express Lane Extension aimed to ease traffic.
