Trump's Transportation Secretary Sean P. Duffy, Maryland Governor Moore to meet on Rising FSK Bridge Rebuild Costs and Inaction on DMV Congestion
The Department also announced it is seeking public input on accelerating reconstruction of the American Legion Bridge and improving commute times
WASHINGTON, D.C. – U.S. Transportation Secretary Sean P. Duffy will meet with Maryland Governor Wes Moore to discuss concerns over Maryland’s handling of key transportation projects, including the rebuild of Baltimore’s Francis Scott Key (FSK) Bridge, which has seen its estimated costs balloon.
Secretary Duffy also announced the Federal Highway Administration (FHWA) released a new Request for Information (RFI) seeking public input on accelerating reconstruction of the American Legion Memorial Bridge to ease Beltway congestion on the I-495/I-270 corridor. In 2025, Washington, D.C. was rated number one in the nation for having the worst traffic with congestion lasting more than six hours on average.
“I look forward to discussing the urgent matter of relieving severe congestion on the American Legion Memorial Bridge and getting the Francis Scott Key Bridge project back on track with Governor Moore. The Trump Administration cares about Americans’ quality of life and ushering in a Golden Age of Transportation,” said U.S. Transportation Secretary Sean Duffy. “Maryland’s highways help connect thousands to our nation’s capital, and as part of our effort to revitalize the area and make it safe and beautiful, holding leaders accountable at every level is essential to making sure taxpayer dollars are used effectively and efficiently.”
“Governor Moore’s lack of action on the American Legion Bridge corridor is holding back progress on one of the nation’s most critical transportation routes,” said FHWA Administrator Sean McMaster. “That’s why the Trump Administration is seeking public input to restart the multi-state plan to relieve congestion in this heavily traveled corridor on both the Virginia and Maryland sides.”

In September 2025, Secretary Duffy sent a letter to Governor Moore raising oversight concerns about the FSK Bridge replacement project slated to be fully funded by taxpayers and questioned the proposed budget and timeline.
In 2019, Maryland and Virginia announced a “Capital Beltway Accord” that worked in a bipartisan fashion to build express lanes into Maryland. In November, Virginia completed 495 Express Lane Extension aimed to ease traffic.
