FMCSA Seeks Input on State Annual Inspection Programs for Passenger Carrier Vehicles.  The Federal Motor Carrier Safety Administration (FMCSA) today announced that the agency is seeking public input during the next 60 days on an Advance Notice of Proposed Rulemaking (ANPRM) that would require states to establish a program for annual inspections of commercial motor vehicles (CMVs) designed or used to transport passengers (e.g., motorcoaches, school buses, mini-buses, 9-15 passenger vans, etc.).  FMCSA plans to assess the risks associated with improperly maintained or inspected passenger-carrying CMVs by reviewing the effectiveness of existing federal inspection standards that are applicable to these types of vehicles, and considering the costs and benefits of having a mandatory inspection.  FMCSA encourages parties with knowledge of the industry and existing state inspection programs to provide information about the impact that such a rule would have on current regulations, operating costs, business practices, safety, and any other areas that would be affected by a rule requiring states to establish inspection programs.  Click here to read the ANPRM and provide comments.  Contact:  Troy Green:  (202) 366-9999.

FMCSA and FRA to Host Public Listening Sessions on Obstructive Sleep Apnea among Commercial Motor Vehicle Drivers and Rail Workers.  The Federal Motor Carrier Safety Administration (FMCSA) and the Federal Railroad Administration (FRA) will host three public listening sessions to solicit information on the prevalence of moderate-to-severe obstructive sleep apnea (OSA) among individuals occupying safety sensitive positions in highway and rail transportation, its potential consequences for the safety of rail and highway transportation, and the potential costs and benefits from regulatory actions that address the safety risks associated with motor carrier and rail transportation workers in safety sensitive positions who have OSA.  The listening sessions are intended to provide interested parties with an opportunity to share their views on this topic with representatives of both agencies, along with any data or analysis they may have.

The listening sessions will take place in:

A) Washington, DC, on Thursday, May 12, 2016, at the National Association of Home Builders, 1201 15th Street, NW, Washington, DC 20005;

B) Chicago, IL, on Tuesday, May 17, 2016, at the Marriott Courtyard Chicago Downtown/River North, 30 E. Hubbard Street, Chicago, IL 60611; and

C) Los Angeles, CA, on Wednesday, May 25, 2016, at the Westin Bonaventure Hotel and Suites, 404 S. Figueroa Street, Los Angeles, CA 90071.
