MARAD Announces Final Policy for Deepwater Export License Applications. The Maritime Administration (MARAD) has determined that all operational and regulatory aspects regarding the acceptance, evaluation and processing of Deepwater Port license applications for the construction and operation of deepwater export facilities will be reviewed and addressed through existing regulations and procedures for the processing of deepwater port license applications, cited at 33 CFR parts 148, 149 and 150, including extensive opportunity for public comment. As required by the Deepwater Port Act of 1974, as amended, MARAD and the U.S. Coast Guard (USCG) jointly process deepwater port license applications under delegations from the Secretary of Transportation and the Secretary of Homeland Security. Together, USCG and MARAD undertake a comprehensive Federal and State interagency consultation process to ensure timely decisions are reached and statutory and regulatory requirements are met. MARAD and USCG will continue collaborative interagency efforts to ensure a comprehensive review process is undertaken for all deepwater port license applications for imports and exports.
