This BAA is designed to solicit project concepts and plans in response to basic and applied research topics described in Appendix C of the BAA document. As described in BAA Section 2.8, a two-step approach will be used for project evaluations.   Each prospective project will be first evaluated at a concept paper level and then again as a full proposal. Final recommendations for award or rejection will be determined by the HIBS10 Team Leader technically aligned with the research topic.

This is an unrestricted solicitation. Any responsible source may submit a proposal Concept Paper for consideration, including, but not limited to, States or local governments, or organizations of State or local governments, universities or institutions of higher education, hospitals, non-profit organizations, private individuals, corporations, and businesses or commercial organizations.
