Description | The primary objective of this prospective contract is to assist the Federal Highway Administration (FHWA) in key program areas as they relate to the use of technology and knowledge transfer to influence the development of policies and procedures within State departments of transportations (DOTs) to provide improved benefits to the traveling public by optimizing the operations of state transportation systems.
Operations Support is intended to provide a mechanism for promoting, enhancing and expanding the role of transportation systems operations within the departments of transportation (DOT) of the States. Because the organization structure related to the DOT is different among the States, often subject to change because of changes in the administrations of the States, and potentially politically sensitive, a national association with the technical and institutional knowledge, history and respect of the State DOT administrations is necessary to effectively provide this operations support. Privately held firms are not viable because of the potential for conflicts of interest or vested opportunities as clients of the State DOTs. The incumbent is the American Association for State Highway Transportation Officials (AASHTO). FHWA anticipates procuring the prospective contract on a sole source basis pending review and approval of a Justification for Other Than Full & Open Competition. |
