Appeal Writer requirement is a contractor, ideally versed in regulations, substantive and procedural rules, and DOT's formal guidance on these provisions. DOCR desires a contractor familiar with aligning administrative regulations to the facts of specific cases. The contractor shall use its expertise in rule application and interpretation to research, analyze, and draft final agency decisions for the Team Lead or the Division Associate Director's review. DOCR may request revisions as they judge appropriate.
