A Living Document

The U.S. Department of Transportation (DOT) is committed to pursuing a comprehensive approach to advancing equity for all. DOT’s FY 2022-2026 Strategic Plan and the 2022 DOT Equity Action Plan, in response to EO 13985, laid the foundation for advancing and institutionalizing equity across DOT’s programs and policies. The 2023 update of the Equity Action Plan builds on that foundation.  

The plan considers equity from multiple angles, centering on communities that have been underserved, overburdened, and disadvantaged by past transportation decisions. Rather than being a complete synopsis, this document marks another step in the Department’s evolving equity journey. The Equity Action Plan will be updated on a yearly basis Per EO 14091 and will represent only a portion of the actions the  Department is taking to advance equity. 

The actions in the 2023 update to the Equity Action Plan were developed through an intensive effort, combining knowledge, experience, viewpoints, and data from the public, experts, and DOT staff, including a Request for Information (RFI) and in-person and virtual public dialogues.
