Amended FY24 SS4A Notice of Funding Opportunity

About This Document

The purpose of this Notice of Funding Opportunity (NOFO) is to solicit applications for Safe Streets and Roads for All (SS4A) grants.

Funds for the fiscal year (FY) 2024 SS4A grant program are to be awarded on a competitive basis to support planning, infrastructural, behavioral, and operational initiatives to prevent death and serious injury on roads and streets involving all roadway users, including pedestrians; bicyclists; public transportation, personal conveyance, and micromobility users; motorists; and commercial vehicle operators.

This NOFO Has Been Amended

The SS4A NOFO was amended on April 16, 2024, to include the following four changes: 

  1. This amendment updates the funding set aside for planning and demonstration activities. In March 2024, Congress passed the Consolidated Appropriations Act of 2024, which changed the set-aside for planning activities from 40 percent to 30 percent for FY 2024 appropriations and any prior fiscal years. This allows the SS4A program to shift prior years’ unused carryover funds, giving USDOT more flexibility to fund the implementation of projects and strategies. As a result, the funds available for SS4A Implementation Grants increase from $580 million to $780 million.
  2. This amendment clarifies that Planning and Demonstration Grants will be awarded on a first-come, first-served basis, with awards in later deadlines being contingent on the availability of remaining funds.
  3. This amendment includes a match waiver, up to a maximum of $200,000 in non-Federal matching funds, for applicants in the U.S. Virgin Islands, Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands. 
  4. This amendment clarifies that Implementation Grant applicants are limited to one application in the FY24 NOFO. Implementation Grant applicants are encouraged to bundle requests for supplemental planning and demonstration activities into their Implementation Grant applications. 

To provide sufficient time for technical questions post-amendment, the deadline to ask technical questions has been extended to April 24, 2024
