The Highway Revenue Forecasting Model is capable of forecasting highway revenues from highway user fee revenues for different weight and vehicle classes, weight distance tax, mileage-based tax, and emission-based tax.  A contractor conducted a comprehensive review of this model. The results of this study indicate that while the theoretical foundation is sound the model is in need of major modifications. The purpose of this project is to obtain technical and computer support services to implement the recommendations made by the current study to improve HRFM model.
