Establish and operate a Northeast Region Surface Transportation Workforce Development Center to engage with key organizations and institution partners throughout the transportation and education communities. The Center will focus its efforts to enhance workforce development in the surface transportation sector with an emphasis on highway, transit and rail industries for K-12, community college,technical school, university, post graduate, and professional development for incumbent transportation workers.

This will be a Cooperative Agreement. Eligible respondents per 23 USC 504(f) must be "institutions of higher education" that can partner with industry or State departments of transportation.
