Research and development services to develop tools and methodologies to support and guide full implementation of a comprehensive asset management plan including trade-off analysis from a common ground among disparate assets that are traditionally individually assessed and managed.  The deliverable from this effort will include guidance on the use and application of the tools and methodologies that are developed.  It may also include software tools for use by highway agencies.
