Sarah Baker

Deputy General Counsel

Sarah serves as Deputy General Counsel of the Department of Transportation. In this role, she supports the General Counsel in managing the Department’s legal team and advises leadership on sensitive legal issues and other major legal issues arising throughout the agency. Previously, Sarah served as Senior Counsel to the General Counsel of DOT.

Before joining the Department, Sarah served as the founding President and Executive Director of We The Action, a digital platform used by lawyers nationwide to mobilize around urgent issues and volunteer with leading nonprofit organizations.

Previously, Sarah served as Associate Counsel and Special Assistant to President Obama in the Office of White House Counsel, managing the vetting of all Obama administration appointments and nominations. From 2013-2015, Sarah was Senior Policy Director to Dr. Jill Biden, overseeing Dr. Biden’s policy priorities, including higher education, military families, and gender equity. Sarah joined the Obama Administration in 2011, serving as Deputy Associate Counsel until 2013.

From 2004 to 2011, Sarah worked at a national law firm as a member of the firm’s White Collar and Investigations group. She later became the firm’s Senior Pro Bono Associate. Earlier in her career, Sarah worked on two presidential campaigns.

A New Jersey native, Sarah graduated from Rutgers College, with highest honors. She received her J.D. from the University of Virginia School of Law, where she served as Student Bar Association President.
